What is a Pre-Start Health and Safety Review?

A Pre-Start Health and Safety Review is performed by a qualified warehouse racking professional with the objective of evaluating whether a racking system is safe for use. This in-depth examination of warehouse racks is .5meant to determine if established government safety standards are met. A PSR report is the result of this review and outlines all areas of non-compliance with specific recommendations on what needs to be done in accordance with government safety standards.

When is a Pre-Start Health and Safety Review Required?

A Pre-Start Health and Safety Review is required before start-up and ideally at the design stage of any warehouse racking system. Employers are responsible to address any measure necessary to bring the construction, addition, installation, or modification of their warehouse racking systems into compliance before production begins in accordance with government regulations. warehouses located in Ontario must have their warehouse racks reviewed by a professional or an engineer for any new installation or after a change occurs before the rack is used again.

To recap, a Pre-Start Health and Safety Review certification is required when:

  • You cannot find documentation from the original manufacturer on the load capacity and safe operation of the warehouse rack as in a sealed engineering report or LARC drawings.
  • Warehouse rack has undergone any modifications since the last Pre-Start Health and Safety Review.
  • Warehouse racks have been damaged or repaired.
  • If the load capacity of the warehouse racking system is not determined.

What is a Pre-Start Health and Safety Review?

As required by legislation in Ontario (Canada), under Section 7 of Ontario’s Regulation for Industrial Establishments (Ontario Regulation 851), Clause 45 (b), Flow-Rite’s Pre-Start Health and Safety Review report will provide the following:

  • The design codes, specifications, and parameters used to evaluate the condition of the racks.
  • If load capacity is determined, details of the structural capability of the rack.
  • Outline of all areas of non-compliance with recommendations on what to do if safety standards are not met.
  • The signature of the inspector(s) and collaborator(s), date of the inspection and the report.
  • The engineer's seal if performed by an engineer.
  • Details of the inspector’s qualifications if not an engineer.

What we look for in Storage Rack Inspections

Product

  • Is the product or material secure?
  • Are the pallets damaged?
  • Is the product or material placed correctly on the rack?
  • Is the rack installation according to the manufactures specification and “ according to current applicable standards”

Beams

  • Are the beams overloaded?
  • Has the allowable deflection been exceeded?
  • Are any of the beams damaged?
  • Are any welds damaged?
  • Are any beam connectors or safety clips missing?

Safe working limits

  • Have rack-load signs been posted?

Uprights and footplates

  • Are the uprights damaged?
  • Are the uprights and footplate guards in place?

Out-of-plum racking

  • Is the racking vertical?

Floor fixing
